According to Wikipedia, a Taser  is an electroshock weapon sold by Taser International.  It was developed by Jack Cover, a NASA researcher in 1969 and was made available in 1974.  It uses electrical current to interupt voluntary controll of muscles causing “neuromuscular incapasitation”.  Someone struct by a Taser experiences stimulation of his or her sensory nerves and motor nerves, resulting in strong involuntary muscle contractions.

 Tazers were introduced as non lethal weapons to be used by police to subdue fleeing, belligerent, or potentially dangerous people, who would other wise been subjected to a more lethal weapons such as a firearm.  In 1994 the Air Taser 3400 was introduced with an “anti-fellon identification (AFID) system” to prevent the likelihood that the device would be used by criminals: upon use, it released many small pieces of paper containing the serial number of the Taser cartridge device. The AFID system is still used in Tasers today.

The Taser fires 2 dart-like electrodes which stay connected  to the main unit by conductive wire as they are propelled by small compressed nitrogen charges.  The air cartridge contains a pair of electrodes and propellant for a single shot and is replaced after each use.  Different cartridges have different ranges with a makimum of 35 feet.  A study by the canadian police research centre found that the use of tasers resulted in fewer injuries than the use of batons or empty hand techniques.  Only pepper spray was found to be the safer intervention option. 

Taser devices are not considered firearms by the United States government.  They can be legally carried (concealed or open) without a permit in 43 states.  They are prohibited  for citizen use in the Distric of Columbia, Hawaii, Massachusetts, Ney York, and Rhode Island, as well as certain cities and countries.  Their use in Connecticut, Illinois, Wisconsin is legal with restrictions.  Some deaths that have been contributed to the use of a Taser and are given a diagnosis of excited delirium, a term for a phenomenon that manifests as a combination of delirum, psycomotor agitation, anxiety, hallucinations, speech disturbances, disorientation, voilent and bizarre behavior, insensitivity to pain, elevated body temperature, and increased strength.   There are 2 main police models, the M26 and X26.  Both come with accessiories including a laser sight and an optional digital video camera for the X26 that can record in low light situations.  Taser international sells a civilian model called the C2.     brand new evidence found light.
